物流巴巴網據shippingwatch報道,瑞典哥德堡港APM碼頭運營商和碼頭工人間的沖突越來越嚴重,存在罷工的風險!
在一份APM碼頭發給客戶的新聞稿中寫道:“今年5月19日-6月30日期間,碼頭工人可能會舉行罷工,碼頭的部分操作也會因此停擺。”
APM碼頭的CEO Henrik Kristensen說到:“在過去的一年里,我們已經盡了一切努力來解決與碼頭工人聯盟間的沖突,同時也在努力履行對客戶的義務。”
“但情況在不斷的惡化,為了保障碼頭的運作,APM碼頭正在制定一些防護措施,以應對可能到來的一系列工業行動。”
瑞典的碼頭工人們反對APM碼頭在正常的營業時間外使用小時工。
據APM的管理人員說,一系列的罷工行動,已經使得碼頭在過去6個月的貨量下降了20%,相當于每周減少2000TEU的貨量。
APM的管理人員表示:“正常情況下,碼頭每周處理多達10000個集裝箱,而這占據了整個瑞典出口和進口集裝箱的50%”
除了港口運營商,碼頭的主要客戶們也對碼頭和工人間不間斷的沖突感到越來越厭煩。瑞典的紙張和木漿制造商Store Enso正考慮離開APM碼頭如果沖突還不能解決的話。
根據瑞典媒體Sjöfartstidningen報道,Store Enso寫了一封信給瑞典的基礎設施部長Anna Johansson,請求瑞典政府介入,盡快解決這一問題。
“如果問題不盡快得到解決,哥德堡港將有失去北歐交通樞紐港地位的風險,一些船公司的船舶可能會不再掛靠哥德堡港,這將對瑞典的制造業造成深遠影響。”信中寫道。

The conflict between APM Terminals and dockworkers in the Port of Gothenburg is growing even more tense.
In a press release issued to APM Terminal's customers Wednesday morning CET,the terminal operator writes that it will impose a partial lockout from May 19 to June 30 this year in response to the various strikes and blocks carried out by dockworkers.
"We have done everything in the last year to solve the conflict with the Swedish Dockworkers'Union,section 4,while making every effort to continue to meet our obligations towards our customers and owners,"says Henrik Kristensen,CEO of APM Terminals Gothenburg,adding:
"The steady deterioration in the situation cannot go on,and in order to protect the business,APM Terminals Gothenburg is taking protective action against the latest series of planned industrial action."
Heralds blocks
The announcement of a lockout arrives after Hamn4n,which is union Svenska Hamnarbetarförbundet's 4th division in Gothenburg,heralded four different new measures against APM Terminals.These include a block of APM Terminals if the terminal company uses hourly staff outside of regular business hours.
Management at APM Terminals explains that the company is taking a stand now because it has lost approximately 20 percent of the terminal's usual capacity over the past six months.This corresponds to around 2,000 teu of freight which the terminal has thus lost weekly.
Understand the gridlocked conflict in the Port of Gothenburg
"The terminal normally handles up to 10,000 containers per week,which represents approximately 50 percent of Sweden's total container imports and exports volumes,"writes APM Terminals,which won the concession for the container port in Gothenburg in 2012.
Customers opt out
The terminal company is not only growing weary of the conflict which dates back over several years of disputes between port workers and the port's management.A major customer as well,Swedish paper and wood pulp manufacturer Store Enso considers leaving the port if the conflict is not resolved.
According to Swedish newspaper Sjöfartstidningen,Store Enso sent a letter to the Swedish minister for infrastructure Anna Johansson and pleaded for the Swedish government to enter the conflict and find a solution.
"If resolution is not found soon,there's a risk that the Nordic traffic hub will lose ship traffic from some of the world's largest carriers with transports to regions including Asia.This situation could have far-reaching consequences for Swedish manufacturing,"reads the letter.
APM Terminals also encourages the Swedish government to enter the conflict in Wednesday's letter.If this were to happen,it would challenge the entire Swedish system's function and form,as ShippingWatch has previously described.
The conflict has previously been presented at the Swedish settlement institute,where it has been dropped on several occassions.Associate professor in corporate finance at Skövde University in Sweden,Christer Thörnqvist,has told ShippingWatch previously that he thinks the settlement institute could solve the conflict between APM Terminals and the dockworkers but that this could take a long time.
"I wouldn't be surprised if the conflict is still in process a year from now,"he told ShippingWatch in February.
